Then we have the most incompetent adminstration on history. This is a very big change, things like this don't get slipped out by a low level functionary. It is sort of like everyone blaming Powell for everything that this administration does that we don't like. Bush is in control, at the top, our pres. Kudos and blame belong squarely at the top, just like with the previous idiot we had for a president.

You need to read the report. As Nick said, it has been on the government web site for a week. There is nothing in this for people to get in an uproar about.

Is it a big change? Nick danger is suggesting that the media is picking and choosing controversial passages to present. Somehow I doubt every government-issued report gets read by the White House, unless there's a major policy shift. I can imagine a scenario where the State Dept. basically changed a few numbers and republished an existing report.
