Yes and I believe that's the only way we will be going to Mars, if we have a healthy space industry then going to Mars will be a natural extension of our capabilities. If NASA tries to rush there, it will be a horribly expensive failure. Even Zubrin's "Mars Direct" scheme could easily turn into a + 200 billion boondoggle. I just hope some of the infrastructure leveraging ideas like yours are given a fair hearing. If NASA is given such a mandate, they have a tremendous opportunity or they could set back the development of space industry 30 years (again).
