Where in the world did you get that idea. Clinton did win the popular vote both in 1992 and 1996. I don't know exactly how may years it has be since a president did not win the popular vote but it is something like a hundred years.

I think there is a bit of confusion. Clinton got the most popular votes of the three (Clinton, Bush, Perot or Clinton, Dole, Perot) but he did not have a majoity of the popular votes. He got less than 50%.

To be honest, I'm not sure .. but I recall reading that less then half of the the voters voted and then you have to take that fact the votes were split between 3 candidates
