I thought the hole was getting bigger and lasting longer.

The holes are seasonal, always at their biggest following the polar nights... as would be expected from the "always been there" explanation.

Some years they're bigger, some years they're smaller, just like any other aspect of weather.

What I read suggested a secular trend. Of course, the use of the term "secular" is time dependent.
