I think the next step is for India to "Double-Dog Dare 'Ya" to Pakistan to try something.
I agree with India. There is a long way from testing to deployment. I just don't think the Pakis will every be able to put a warhead on target once the bullets start flying.
Of course, you could lay down a nuke anywhere in India and kill a couple hundred thousand people. I was once on a bus full of American high school students that broke down in the middle of nowhere farm-country in Northern India. We had a crowd of a two thousand people around the bus in about three minutes. No kidding. There are people all over the place there.
