DAVIS SEES AUTO EMISSIONS BILL AS POTENTIAL CAMPAIGN CASH

SACRAMENTO - For those who may have missed it, the San Francisco Chronicle reported Friday that while meeting with a group of "environmental entrepreneurs," Governor Davis was asked whether he supported Assembly Bill 1058, liberal Assemblywoman Fran Pavley's social-engineering legislation that would place new restrictions on auto tailpipe emissions and unfairly restrict California consumers.

Last week Bill Simon, while voicing his opposition to the bill, also called on the governor to make his position clear.

Davis' response was classic Clintonian - "I'm committed to do the best we can do to get that bill on my desk" - coyly skipping over the key info tidbit of whether he would sign or veto the legislation. In fact, our sources tell us that the governor's press staff called reporters repeatedly to ensure that the governor's equivocation be reported accurately - wanting the bill on his desk, but not announcing a position on the bill.

But we at The Insider, having watched Gov. Davis' actions with keen interest for some time, realize the governor was in fact being completely honest in his response: Gray Davis is committed to getting that bill to his desk.

After all, if you look at interest groups lining up on both sides of this legislation (mostly against), you can see there is a lot of potential campaign contributions just waiting to be snapped up. And we all know where there is a campaign contribution, there is a Gray Davis who - according to his own chief political advisor - will spend 12 hours a day trying to get it.

Chief Davis Political Advisor Gary South, testified under oath: "(Davis) was heavily involved in our attempt to try to raise money. And as I described a few minutes ago, in some cases that could amount to 12-hour days in the office on the phone."

Whether Davis signs or vetoes the bill probably won't be decided until after all of the bank deposits are made.

If he signs it the Republicans can use it against him--had they the wit to do so (which they seem not to). This will hit people hard--especially the "working poor".

The Dems are counting on short memories, not remembering who brought the pain--but the pain will be present, and all Simon would have to do is remind people of how this all came about.

The odds: 5-to-1 the Republicans won't even mention it in campaign ads.

Not sure who you are talking about, but Bill Simon is willing to take him on .

"...I'm asking the governor to reject the concept and the logic of this bill because its real purpose appears to be social engineering and yet another attempt to force people out of their cars and into public transportation....

Wonder if these tailpipe emission standards will be applied to the hordes of Mexican trucks which will soon appear all over California?

It occurs to me that these trucks could be equipped with large fuel tanks, and never have to buy a drop of diesel in Ca. Add no insurance costs, low maintainance costs, low driver pay and these guys will be tough competition. The only chance we have is if the drivers will drive only one way. But then when will Mexico run out of drivers?

Well, the statement is clearly meant to imply that he supports the bill (since otherwise why would he want it on his desk?), while not actually saying he does.

So if he reverses his position (as I fully expect him to), I would think of that as a prima facie case that he is in fact taking "campaign contribution" bribes.

We're not in a very good position here, since I think all of us think this bill would be horrible for the state. So when he vetoes it, we will all breathe a sigh of relief and thank our favourite diety that he's corrupt. Because otherwise he would have signed.

Bill Simon will certainly make it an issue. Not sure why you mistrust him. Since he is an honest and sincere non-politician, he won't make promises he can't keep.

If you will get out your California civics book you will discover that it takes a majority of both houses (not to mention the endless committee hurdles) and the governor's signature to enact or repeal a law.

Since the Dems have a rock-solid grip on both houses it is usually next to impossible to un-do their pet mischief making. That's why it is important for folks like you to get out there and help not just Simon but your Assembly and State Senate candidates as well. Until we get back some seats in the legislature, no Republican candidate for governor can promise to undo bad laws. What they CAN do is to promise to veto the bad ones BEFORE they become law, submit responsible budgets and and reign in the thousands of bureaucrats at the hundreds of state agencies.

The Republicans, aka the "stupid party" never miss an opportunity to miss an opportunity.

The other guy has a broken bottle and brass knucks, and the Repubs stand there reciting the Marquis of Queensbury rules.

In some fights, the correct response is a swift kick in the crotch.

Not for our gentlemen republicans.

Simon is a good man. But he is not calling the shots, and I bet we won't see attack ads of the sort called for. Maybe I'm wrong. But it would be a first.

California is irretrievably lost due to the illegal immigration and deceased vote. I simply do not think it possible to retake either house of the Assembly.
