If this was a terrorist act, I would've expected it to happen in the middle of the night. It doesn't make a lot of sense to cause an explosion at 11AM on a weekday, when few people are around.

Yeah, really. If you want to do a terrorist attack, do it in the evening on a weeknight when the max number of people will be home.
