They didn't overpower him, once he ran away and once the victim escaped him when he relaxed and loosened his grip.

(which begs the question of how someone "lets" someone overpower them)

Yes, he fled the scene during the first incident and left the girl sitting on the ground. The second one was able to get away from him and ran off. If he was so intent on murdering his victims, and had already murdered Chandra, why would he run off and leave the first victim sitting on the ground? And why wouldn't he pursue the second one to complete the job he'd started?
