I wouldn't say that lying isn't wrong, but that there are things that are worse, and anybody who cares about the greater good needs to put right and wrong in it's proper perspective.
For example it would not be right for an ambulance driver to sit at a red light while an emergency case is dying.
This doesn't mean it's ok or safe to run red lights, just that in some rare cases, there is a higher requirement of law.
This of course is not an argument for rationalizing ordinary dishonesty.
