Rock Creek Park runs right through DC and has a road that goes through it and a jogging track.

Rock Creek Park is a park and freeway system that runs from Maryland through DC, and cuts through the "upscale" part of DC known as Georgetown. It empties into the Potomac between the Francis Scott Key Bridge (which is at the western end of DC and links it to Virginia) and, downstream, the Kennedy Center. There is a canal system that it may link to. It is a nice area visually but has the usual problems public places have in some parts of the country.
