When Chandra disappeared , wasn't there a buncha articles published showing that a serial killer was stalking women of Chandra's age : That there had been several unexplained disappearences of young darkhaired women in DC recently? This could be any of the serial killer(s) victims.

No, it was a hiker who was walking a dog who found the remains. So this was just happenstance. And Rita Cosby saying the body has been dead about a year or so...
