That is my take on it as well. Testimony will be on the record, and it takes the issue off the table. Plus it shuts Ms. Berry up.
I think people are forgetting about all those things that you pointed out. Haitians were forced to vote dem by strong-arms, if I remember correctly. Lots of stuff to come out, and most of it won't be helpful to the Rats.
Boyd is a Bush appointee, so that can't be all bad. He said that they were going to follow it through no matter who's ox gets Gored. I wonder if there's a hidden message in there somewhere.
