KEYES: But in order for all of this to sort itself out -- and I address this question to Joseph Nye -- one of the reasons I think it`s important on an urgent basis -- and I don`t mean to drag it out over years or anything, but to do it in an expeditious way, to look at what actually happened and what the deficiencies actually were, I`m still wondering if we haven`t done that, how do we know what kind of reorganization is, in fact, going to be effective? I don`t understand how you can solve a problem you haven`t yet understood.BINGO Alan. I have been asking myself the same thing
