God did not say, "Thou shalt not kill unless the victim is thoroughly evil" (that is only an excuse in Texas -- "he needed killin'"). God did not place any qualifiers on any of his commandments; for example He did not say "thou shalt not steal unless it is for a good cause."

To be true to the text it really reads (in the NIV) "You shall not murder," not "kill".

God did say, "you shall not murder," not "you shall not kill." It's the more accurate translation.
