No you can't. Unless you are a utopian idealist who believes one standard can and should be imposed on every situation.

All I am saying is that you could have replaced Cuba with China and the whole speech would have been consistent and true. I know what the constraints are with respect to China. The Chinese have a very well-organized lobby in this country. So do the Cubans. The Chinese govt and the Cuban dissidents have been able to organize. The Cuban govt and the Chinese dissidents have not. It is that simple.
