Through years of regulation, and not always smooth regulation at that. Also, this idea that drugs don't hurt anyone other than the user is completely bogus. How many thousands of fatalities per year in DUI accidents until people realize that drugs are not 'harmless fun'?

if folks dont think its all about the money, set up a still in your back yard and see how long it takes for you to get busted. alcohol is legal, but if folks make their own, there goes the tax base.

I don't want to sound hard-hearted about DUI victims, but even drunk driving has fallen victim to bluenose propaganda. We have standards for supposed drunkenness that have nothing to do with being really dangerous behind the wheel, and so we have inflated drunk driving fatality stats that mask real dangers like drivers falling asleep at the wheel. And the reason we have these distortions is that SOME PEOPLE think it is the drug, not the drug taker, that is to blame.
By the way, if you want to make the alcohol industry better, deregulate it. Check out how many beer distributorships are owned by favored minorities because that gets a brewery in good with the regulators and politicians.
