I suppose the world needs a reminder just how nasty those things are.
If India is going to war with Pakistan, then the safest way to do it is to telegraph each move to Pakistan and the rest of the world. This gives up the advantage of strategic surprise, but that may not be so important with modern weapons. It has the advantage that Pakistan cannot say at any point that they are suddenly in danger of collapsing due to India's underhanded methods, and therefore must immediately escalate to a nuclear exchange. This removes any way for Pakistan to legitimize a nuclear attack.
By turning the heat up gently on the Pakistani pail, the Indians can keep the Pakistani nuclear frog from jumping out.
