The formulation and signing of a National Security Presidential Directive of the type given to Bush is a preparation for war.

Do you have a source for that? Or special knowledge? National Security Presidential Directives are prepared on a contingency basis as well as for direct actions. Nothing about this proves that anyone in the administration had positive knowledge of a specific threat. They obviously had a general knowledge of a general threat, and did their job by preparing a plan.
