The lake is not the issue. The fence is the issue. If the owner decided to erect a statue of himself in the lake or build an ugly boat, I doubt anyone could say anything.

Who owns what property is the real issue. The homeowners don't own the lake or a strip of land surrounding it. Someone else does. He can put up a fence if wants to. Even if he does it to increase the desire of the homeowners to pay his asking price.

The fence is on his property,that is the issue,by looking at the photo he also owns some nice trees the lady planted for him and a nice chunk of grass too,looks like a nice place for a hammock....too bad the lady doesn't want to pay for it,she could enjoy it,again.

The mental image you have of this guy is becoming more amusingly clear. First, he was going to dump cars on the lake. Then, he was fixin' to dump motor oil into the lake. Now, it's a statue and an ugly boat. What'll he contemplate doing next? LOL!
