The fence was not built to enhance the value. It was built to deny people the view of the lake in order to extort money from them. You're missing the point. His motivation for building the fence is immaterial; he has a right to with his private property as he wishes. These people do not have a right to tell him what to do with his property, any more than he has a right to tell them to tear down their homes. It's a simply concept, which you are evidently unable to grasp.

I think you are right. What if a property owner had a rather unattractive piece of property that was lined with tall attractive trees. Would these people force him to keep them from being chopped down, so they DON'T have to look at his property?
