I think what they were trying to say here was that there were no previous legitimate rentals of the truck for transporting explosives implying that the two Arabs had to been handling or transporting the explosives & doing so illegally.

A major fireworks company near me uses Ryder trucks for their shows. When fireworks are in the truck, they must have an explosives sign on the outside of the truck. : )
