Heavily armed Mexican soldiers and police are crossing the U.S. border repeatedly, provoking charges from Capitol Hill that they are providing cover for drug smugglers and illegal immigrants.

Fox has repeatedly decried actions taken against illegals.

Only US actions against them, Fox is not doing much to help them out so they can stay in their homeland. Why doesn't Fox get to work finding ways to improve things in Mexico for his people ---oh yeah --his people are the elites who don't want the campesinos there.

The administrations of both countries enjoy a level of raport seldom before achieved

They may be but that doesn't help the common Mexican who would prefer to stay in Mexico but finds his ranch dried up because that government is doing nothing to improve infrastructure. Mexico has all that oil reserves and all it's president can think is to rid the country of as many of it's people as he can. The Indians of Mexico had irrigation but the modern day government can't seem to do it.
