He certainly had jurisdiction over the suicide bombings. The proof is not in the wink or the nod, the proof is in the bureaucratic jurisdiction of Arafat over suicide bombings that has been virtualy proven. Even if Arafat was uttering: "I ordered the suicide bombing", it still would not be proof. However, his jurisdiction over the bombings has been obvious for a long time, but now it is even bureaucratically enshrined in paperwork proving his accomplishments to whoever supported him in these heinous deeds.
