If Arafat cannot control Hamas, why should Israel negotiate with him?

Good question. I assume that Israel (and our own country) believes that by making peace with the group that represents the majority of Palestinians the radicals will be left high and dry. Sort of like what happened to the Real IRA in N. Ireland after the majority of the IRA laid down their arms.
