Rather than registering child support debtors, everyone taking a new job would be registered. This strategy eventually shifted to registration of everyone with a job, a social security number, a driver's license, a bank account, a telephone; anyone for which there is a source of information. Give 'em a phony SS number when you get a new job (transpose two digits so it looks like a typo). After a month or two, when your profile has been sent to the national registry, tell your employer you noticed that your SS number is mistyped and should be corrected.

Actually, the only thing in freedom's favor is government inefficiency. Anyone who has dealt with the Feds--including illegals and terrorists--knows they lose data, misplace files, the left hand doesn't know what the right hand is doing, et cetera.
The hard question for freedom-loving Americans is, do you want your government to be more efficient? Tough call.
