Bush has been holding off on this issue to use it as a campaign issue for the fall elections. The Democrats will be hit with this all summer, if they don't start moving on it and fill those vacancies. Bush is going to make it clear that if people want to see anything accomplished in the Senate, they will have to get rid of the Democrats.
