I'm not convinced rapes are all that common, it may be mostly an urban legend that law enforcement finds very useful for scaring people. Wouldn't lawyers be getting rich if these institutionalized rape stories were true?

From what I've heard about Angola in Louisiana, the prisoners in general population are divided into camps. There are no cells; just big rooms with bunk beds. Everyone is together. The guards shut the doors at night, and don't open them until morning. Also, most of the prison hospital patients have AIDS. I think rape is a pretty common occurrence there.

Wouldn't lawyers be getting rich if these institutionalized rape stories were true? I would guess there are few inmates with monies to pay lawyers for such an adventure. Then there is the difficulty and cost of suing a govt entity.
