The purpose of offering higher pay to luggage screeners is to get better applicants and (to a lesser extent) reduce attrition among the better employees...

Having spent considerable time at the checkpoints (pre 9/11, installing ETDs) I can tell you 90% of the traveling public are either natural born pr*cks, or become pr*cks passing through the airport doors. The abuse heaped on the screeners by thier "customers" is astounding. I wouldn't do that job for $100/hr. let alone $10/hr.
