The Federal Gov't is the biggest waste of resources on the planet. Of course, the only known way to correct the Fed's problems are (what else?) but to allocate more money to them.

Maybe the President can implement a plan similar to what we in Florida do with schools, grade them on a yearly basis and if the agencies accounting does not improve, reduce funds by 10% yearly until they are able to account for the monies appropriated to them. After 10 years, this would probably eliminate 85% of the Federal Gov't.
