Since I was in his district, I was volunteered ( :) ) to make contact. Soon thereafter (within a week) the legislation was drafted and put into the record upon which it was completely ignored by the so-called conservative Republicans in Congress and the Senate. Bush certainly wouldn't touch that stuff with a ten-foot pole since his oil buddies wouldn't make a bundle on a new "war on terror."
At any rate, I love Ron Paul. He is the epitomy of representative government. He listened when we offered some ideas and did something about it. You won't find that in any other Congressman or Senator. He really should be President.
Next "working" day, anyway. The article advocating the issuance of letters of Marque and Reprisal against Al-Queda hit the FR News Forum on the Friday following 9/11; Ron Paul was advocating same in his floor speeches to Congress the following Monday and Tuesday.

Exactly right. We got 2 Bills into the Congressional Hopper within 96 hours... which were, of course, summarily ignored, but it was an emotional time and we wanted to at least *try* to do our part.
For the record, while Arm-chair Hawks continue to advocate extending the War on Terrorism to all corners of the Islamic World, the one man who actually ordered the murder of 3 or 4,000 Americans is still at large, despite all "Big Gubmint's" best efforts. Some of us would have liked to see Private resources deployed alongside Government action to bring this madman to his deserved end, but hey -- what do we know....
All that said, I admit that I am Monday-morning quarterbacking. There's no guarantee that a general issuance of Marque and Reprisal would have served to hunt down Osama better than Government forces have; it's just an (expressly constitutional) idea that *wasn't even tried*, that's all. :-(
