I am suggesting nothing merely stating facts. During the last LA riots the police department had some exellent weaponry that could have quelled any rioting within minutes. They chose not to use that weaponry thus sending many innocents to hospitals. I would state that clearly they were derelict in their duty at the time had several hundred rioters and looters been shot in the act a great many others would rationally have concluded that the risk of death was to great to continue rioting
