Well, my view is that the duties of American cops need to be much better defined by regulation. The problem is that the regs are written by lawyers, who expect the courts to spell out the details, and make money for other lawyers in the process.

I sure as hell wouldn't go tapping on anything with the barrel of a gun. He probably uses it (loaded and cocked, of course) to drive nails and flip light switches at home.

Here's MY guess: The victim didn't even see the cop approaching his driver's side window, and the policeman -- exhibiting a momentary display of 'Cop Humor' -- decided to get the driver's attention by pulling the sitcom-like stunt of rapping on the window with his sidearm, barrel first.
The cop's finger was on the trigger of his sidearm that was in 'Condition One' (Chambered, hammer back, safety off), and the gun went off at the moment he rapped on the window.
I don't believe the 'He was reaching for something' story one bit.
