"Even if true, it's inconsequential."If it's true, then it's a crime carrying a penalty of up to $50,000 and ten years in prison. Any company specializing in exports should know that, of course, so odds are this is the work of the security guard or janitor. But we'll see...

If he had said that he wouldn't do business because he'd endanger business in some other country, e.g. Saudi Arabia, or if he had told a Saudi Arabian that he was no longer doing business with Israelis, he would be in violation.
It's not clear that refusing to do business for one's own reasons falls within the anti boycott law.
But IANAL.

It's not a crime if it's not part of an agreement with the Arab sponsored boycott.
Has anyone ever actually been prosecuted under this statute? It seems to me I ought to be free to do business with whomever I please (excepting members of "protected" minorities /sarcasm).

Parts 760 and 764 of Title 15, as of the 1977 amendments to the Export Administration Act and the Ribicoff Amendment to the 1976 Tax Reform Act. Together these are termed the "antiboycott regulations," and are intended to prevent U.S. companies from kowtowing to Arab dictators.
