My thoughts exactly. He might be guilty of any number of state and federal charges. On the other hand, she might be a mental case. Since she claims to have no family, I wonder who filed the report. (I realize that anyone can file a report, I just wonder who did it.) And I wonder about the circumstances which led to her being in the truck in the first place.

I wondered also about the report, filed 3 months ago, yet she was held for a year. After the "Dog killing" story in Canada last year, I try to read these stories more carefully.
