In order for Congress to pass any law they are supposed to site where in the Constitution they find authority; neither the fifth nor the fourteenth gives the Federal Government such authority. Here as you requested, in addition to the 5th and 14th amendments, is the authority the federal goverment needs. To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
You either didn't bother to read the fourteenth or you think that such enabling language is a blank check to pass any type of unrelated law. Even my socialist Congressman is not quite that blatant in his attempts to ignore the Constitution.
