A fairly good counter-argument runs something like this: The vast majority of those 15000 could have been avoided by following fairly simple rules, e.g. don't deal in drugs, don't walk on the wrong side of the tracks, etc. Terrorism, by definition, removes the feeling of safety derived from following such rules, and hence the disproportionate psychological response.
The risk to the typical person has actually risen by, say, tenfold, and to the person living or working in a dense urban area by perhaps a hundredfold. But is still quite small.
On the assumption that we have a substantial possibility of seeing a nuclear weapon exploded in the US, as demonstrated by the Veep usually being in 'an undisclosed location' whenever the President is in Washington, the downside of your calculations becomes obvious.
The fact that you would try to hide behind a technicality--that the PA government which is funding and arming killers who deliberately target civilians--is not of a "sovereign state". And use that as a vehicle to excuse their war crimes is truly pathetic.
