These two things aren't inconsistent. It's quite possible that the reports are getting at the truth, but that they were released now for the purpose of building up support for war with Iraq. (I'll say "building up" instead of your "stirring up", since I think it is a matter of explaining the rational justification for war.)

I think the victims of the OKC bombing deserve better than to become propoganda fodder for those with hidden agendas.
I am more interested in punishing the 'others unknown' than nuking 'Iraq.'

I agree that information is being slowly released (e.g. anthrax, smallpox, camelpox, Iraq-911, Arafat, this) so that the public will be prepared and not panicky. I think it was necessary to do it this way to buy time to neutralize WMD blackmail, prepare health care workers, military forces and homeland security. And I do expect a military campaign of overwhelming force against Iraq in the near future.
