Cynthia McKinney may be begging the question ("We don't know what Bush knew in advance, therefore there must be a coverup to keep us from knowing.") But the columnist did not say that McKinney was begging the question. The columnist used the phrase in a way that indicates that he has no idea what it means. That is, he used the phrase in the way it is used by most columnists nowadays.
