It may be the only way left to address the terrible fear that Ohioans may begin exercising their rights without benefit of state supervision or approval.

What was that. Fear of citizens exercising their RIGHTS without State supervision or approval.

Why aint I feeling afraid? And more to the point, why are the politicians?

It may be the only way left to address the terrible fear that Ohioans may begin exercising their rights without benefit of state supervision or approval.'

Even more paradoxically, a "shall issue" law might be viewed as the prior restraint which it is and might also be found unConstitutional. An otherwise law-abiding citizen who carries a concealed weapon is not a criminal, whether the Ohio legislature likes it or not. Poll tests to prove that voters could read and understand a ballot are unConstitutional. Criminal background checks as a requirement for purchasing books would not be Constitutional, despite the mischief which a criminal might cause with greater knowledge.

The solution, assuming that compulsory education is Constitutional, is to require that every minor demonstrate firearms-handling skills as a pre-requisite to middle school graduation.
