Des Plaines (LAZ) -- By a 7 to 1 vote, Des Plaines City Council rejected two sweeping pieces of gun control legislation introduced by Alderman Don Smith and heavily and vocally backed by Richard Daley, the Mayor of Chicago.
Des Plaines is twenty miles from Chicago, and is considered a suburb of the city.
Smith introduced both a set of gun dealer restrictions, and a comprehensive assault weapons ban.
The gun dealer restrictions would have forced gun dealers to pay 55$ to the city, undergo fingerprints, be subjected to a criminal background check, and would have prevented gun dealers from operating in a quarter-mile radius of dozens of types of establishments, virtually preventing any gun and ammunition sales in Des Plaines.
The second ordinance would have banned sales and possession of so-called assault weapons, which were defined by name and by features. There was no provision for grandfathering of existing firerams.
The turnout by those opposed to these measures was so large that both the city council meeting and the overflow room were too full for the Des Plaines firefighters requirements, so the remaining individuals needed to watch television monitors set up in the hallways and lobby. The crowd was overwhelmingly opposed to the measure, and occasionally needed to be quieted by the mayor.
After the resolutions were introduced, each of the Aldermen from each of the other seven wards took turns harshly criticizing the legislation.
One Alderman, Dick Sayad (Ward 4), took personal umberage at the legislation, noting that he is a proud owner of three firearms and that his wife is trained and willing to defend herself when he is away. He also pointed out that the way the legislation was written, that no firearms sales could occur within a quarter mile radius of the son or daughter of any veteran, completely eliminating all firearms sales in the city limits.
Another Alderman, Carla Brookman (Ward 5) remarked that she had a flood of emails and calls, "more than I have on any issue ever", and that not one call or email was in favor of the legislation.

On Monday, April 15, the Des Plaines, Ill. City Council wisely voted down a sweeping gun control proposal that would have made private firearm ownership in the Chicago suburb practically impossible.
The proposal, promoted by Chicago Mayor Daley as part of a plan to create a 100-mile gun free zone around Chicago, was introduced to the Des Plaines City Council by alderman and gun control advocate Don Smith.
Had it passed, Smith's proposal would have forced Des Plaines residents to surrender for destruction a wide variety of hunting, sporting and defensive firearms. The proposal would have also banned the possession of most calibers of hunting and sporting ammunition and would have registered city firearm owners and their gun collections on a readily accessible, insecure Internet-style database.
Several hundred local gun owners were on hand at Monday night's City Council meeting to protest this serious challenge to their constitutionally guaranteed right to keep and bear arms.
The introduction of Smith's ordinance has once again raised demands that the Illinois General Assembly pass firearm preemption legislation. Preemption legislation would task the General Assembly with establishing statewide standards for the possession and use of civilian-owned firearms. Passage of preemption would eliminate the current hodge-podge of confusing and unenforceable local gun ordinances now on the books. Furthermore, preemption would prevent Chicago Mayor Daley from bullying suburbs like Des Plaines into assisting him with his stated plan to eliminate private firearm ownership.
Today, the Illinois State Rifle Association will be forwarding letters to the two major gubernatorial candidates, Republican Jim Ryan and Democrat Rod Blagojevich, asking each candidate to state plainly his position on firearm preemption and whether he would sign preemption legislation should it be passed by the General Assembly.
"The failed Des Plaines ordinance was a tremendous waste of the taxpayer's time and money," commented ISRA President Richard Pearson. "Nonetheless, we can expect the Daley gun control road show to continue touring the suburbs in hopes of getting some municipality or another to pass the Daley gun ban. Daley can't come to grips with the fact that he stands nearly alone in his quest to destroy the Second Amendment. Preemption is the only way to put a stop to this childish, obsessive pursuit of his."
"During the gubernatorial primary, we heard a lot from the candidates about how they support the right of law abiding citizens to own firearms," continued Pearson. "Today I will give them a chance to verify that support. I will be sending letters to the two major candidates asking them to state where they stand on the issue of preemption. Some might ask if this is an acid test. To that, I would have to answer 'yes.'"
