I think ultimately the motive here is that Democrats are getting desparate for an issue to call their own and this seems like a good one. It does appear that Bush is backtracking a bit on his anti-terrorist stance, and this is all they have. This is certainly a new stance for liberals as related to the Israel/Palestinian debate.
