--my thoughts are the chinese are always using dual or triple redundant efforts, and are always using the trojan horse method to expand their influence. I'm not down there but you are. Here's a theoretical question that is probably unanaswerable but bears contemplation. How many of the chinese 'civilian" workers and management down there on these construction projects are also members of the PLA, as opposed to the american workers/managers being part of our military? I would assume *some* on both sides are, but in totality?

I’m not sure I understand your question, zog. But I’ll keep trying until you are satisfied.

There are no Chinese workers of any kind. The management is British and the labor force is Panamanian. (Therefore, no PLA members.)

Now this is the part I’m not sure I understand: The managers of the ports being built by the U.S. companies are Americans and the labor force is Panamanian. There is no U.S. military connected with these U.S. contractors.
