A good map to make would be the total of state/municipality expenditures for law enforcement. See how much each state spends on law enforcment, and overlaw that with the Shall-Issue CCW states. I would bet that the shall-issue states spend less per capita, and the may-issue states, more.

That should be a slam dunk. It's already been reported that the blue zone has 13 times more murders than the red zone. Sadly, I don't have the reference but it was on FR a couple of months after the election. I think it was a county to county comparison.
