The Pali camps are in a state of siege/lock-down.
If they got through that, Israel must consider a permanent occupation, right?
I don't know that we can conclude that a bomber "got through" the military lock down. Israel is surrounded by Arab countries sympathetic to the PLO, and Israel allows Arabs free movement within Israel. This bomber could have come from outside, or been an Arab Israeli free to move around the country who decided to use his freedom to kill Jews.
