"Language does change and evolve."

Sounds like liberal-speak to me. How can a word mean something different? Up is still up and down is still down. The "evolve" part I can understand. We have words like computer, bytes, fax, etc that are relatively new words that didn't exist 200-? years ago.
So evolve yes, change no.

The phrase "To keep (conceal) and bear (bring forth) arms ( swords, knives, guns, weapons) shall not be infringed" (break, impair, violate. To break an agreement; fail to observe the terms of;) is the same today as it was when the framers of the Constitution wrote that document.

The real funny part is, the Federal Constitution was never meant for the people of the several states. It was meant only for those of the United States and its territories and possessions.

Each state in the union of states has its own constitution pertaining to its own inhabitants, dealing with its own problems. That's why in Nevada prostitution and gambling is legal, while in California its not. A cop from California can't go to Nevada and arrest a Californian in Nevada participating in gambling or other activities that are perfectly legal in Nevada but, illegal in California.

If on the other hand an individual from Nevada went to California and started getting involved in activities that are legal in Nevada but, illegal in California, he or she can be arrested for participating in those now illegal activities.

The Federal government can not force individual states to do anything except if the states take Federal money than the Federal government can and does dictate to the states what it can and can't do.

Its time for the people of each state to tell the Fed.'s to take a hike. You take their money, you take their crap.

"The Constitution was ordained and established by the people of the U nited States forthemselves, for their own government, and not for the government of the individual States. Each State established a constitution for itself, and in that constitution provided such limitations and restrictions on the powers of its particular government as its judgment dictated. The people of the U nited S tates framed such a government for the U nited S tates as they supposed best adapted to their situation, and best calculated to promote their interests ."
This quote was taken from a book called

"DOCUMENTS AND READINGS IN AMERICAN GOVERNMENT. NATION, STATE, AND LOCAL."
