False dilemia. The guilt of the citizen hasn't been determined yet. And last I checked, a person is innocent until proven guilty. So it's up to you to prove that he's guilty. What makes you think he's guilty of murder? (FYI: Shooting a cop doesn't instantly make one a murderer).
