I have also been looking at Government websites to see where the release was, and I can't find it either. Maybe someone can search better than I can....

I'd like to hear Rush Limbaugh's take on this story...

Ambassador William Clark, former United States Assistant Secretary of State for East Asia and the Pacific Is this guy one of Clinton's former ambassadors or what? If he is a former ambassador appointed by Clinton, there's a good chance this is just digested and ejected granola.
I found one William Clark who is a member of this, I believe: "Carnegie Endowment for International Peace." Doesn't sound too objective.
And I found this on what I think is the same guy:
October 23, 1998
William Clark, President, The Japan Society, former Ambassador to India and Egypt, and former Deputy Chief of Mission , U.S. Embassy in Tokyo
So far nothing current so I don't know if he is a current amvbassador to anything.

We hear so much that George Bush is doing wrong, and I've been so pissed so many times at his obvious abandonment of Conservative principles.
BUT....so many times after the dust has settled, I've found that what appeared to be a nose thumbing at those of us who put him in office is just the opposite.
IF this story is true, I'll wait to see how it shakes out before I castigate him.

Ah, I see where this comes from. Seems we have been doing this since 1994 due to an agreement made then:

Current page of the page cached above
The Democratic Peoples Republic of Korea (North Korea) occupies a strategic location bordering China, South Korea, and Russia. In 1994, North Korea signed an agreement sponsored by the United States, Japan, and South Korea to halt its graphite technology nuclear program in exchange for two light water nuclear reactors. In the meantime, the United States is supplying fuel oil for use in electric power generation until the new reactors are completed.
