If I were the Justice Department I would order the Police Chief to do his job, and when he didn't slap him with a writ of mandamus and haul his ass into court where he could be fined or jailed.

Good for you.
You prefer big government over home rule, fine.
Just be careful where you live and work with that attitude. If a town hires a cop to protect the citizens against violent crime and leave non-violent crime to the lawyers and courts, you'll be a very unpopular person with your attitude in that town.
Homerule has adherents. Some will remember that's how we got ride of King George.
You wouldn't do well in a town that still idolizes Barry Goldwater.

Any citizen of Austin can file a writ of mandamus. It shouldn't be the feds who do it. A lawyer should be able to write one and file it for about $200.
