A smart leader chooses people as good or better than they are to help guide him. Clinton didn't want any competition so chose only those that made him look better, or so he thought.

If Clinton was looking for people to surround him who would make him look good in comparison, that explains why all the people around him were such bottom-of-the-barrel scrapings. Every time he'd give a State of the Union, and his cabinet would enter Congress, it looked like such a parade of freaks and clowns, I'd start humming circus music.
