New states may be admitted by the congress into this Union; but no new state shall be formed or erected within the jurisdiction of any other state, nor any state be formed by the junction of two or more states; or parts of states, without the consent of othe legislatures of the states concerned as well as of the congress. If you would quit yapping and simply look up the history, you will find that every one of those requirements were met. The 'Restored' Virginia Legislature met in Clarksburg and was recognized as the legitimate Virginia legislature by Congress. That restored legislature approved the seperation of the western counties from the rest of the state and congress approved admision of a new state. It was all by the book.

"Restored".........pray tell what this means......could it just be a bunch of leaders who were trying to form a separate state from AN ALREADY EXISTING ONE who used the stealth of night to get their own desire accomplished--as compared to, say, the duly elected legislative body from the entire state of Virginia?
